The Celebration aims to promote and protect the physical, moral, spiritual, intellectual, and social well-being of the Filipino children. Likewise, this year's celebration intends to give emphasis on the role of media in protecting the children's rights.
In view of this, the regional and division offices, and schools are encouraged to undertake the following child-related activities on October 1-31, 2012 to highlight the role of children in community life and nation-building:
- Hoisting of a streamer depicting this year's logo and theme may be downloaded from http://www.cwc.gov.ph
- Integration of the celebration in different subject areas;
- Giving recognition or awards to students/children who have made significant contributions in the school or in the community;
- Discussions on current issues involving children, in the appropriate subject areas; and
- Organize child-friendly activities such as art contests, poster and slogan making, children's fair, and/or photo exhibit.
During the Kick-off Program on October 1, 2012 at 8:20-8:40 a.m. based on the Philippine Standard Time (PST) as per DepEd Order No. 86, s. 2011, there will be a simultaneous nationwide singing of children's rights community songs entitled "Here I Am One Small Voice (English Version) or "Narito ang Munting Puso" Bright Child Song, and "Bawat Bata" by Apo Hiking Society, by the children in their respective schools across regions. These songs may also be sang by school children in flag ceremonies during the month-long celebration. Enclosure Nos. 2 and 3 contain the lyrics of these songs.

Expenses incurred relative to the conduct of activities for the said celebration shall be charged to local funds subject to the usual accounting and auditing rules and regulations.
