National Teachers' Month 2012

The initiatives and successes of the Teachers' Month Campaign since 2008 were solidified when His Excellency President Benigno S. Aquino III signed Presidential Proclamation No. 242 (Enclosure No. 1) on August 24, 2011 declaring the period from September 5 to October 5 of every year as the "National Teachers' Month". Accordingly, the Department of Education (DepEd) will celebrate the National Teachers' Month (NTM) during the whole month of September starting on September 5, 2012 and culminating on October 5, 2012, which is the World Teachers' Day (WTD). The theme of these celebrations is "My Teacher, My Hero."
The Celebrations aim to:
  1. highlight the unique role, service and commitment which teachers play in guiding families, strengthening communities, and building the nation;
  2. revitalize the image of and respect for teaching as a vocation by increasing public awareness on the value of teachers in Philippine society and in national development;
  3. use the occasion to call on everyone to contribute in making the teaching profession attractive and in giving the teachers the needed support and assistance;
  4. generate widespread support for teachers in particular and education in general; and
  5. express sincere gratitude for the positive influences of teachers on the Filipino learners.
All public and private elementary and secondary schools, including division and regional offices, are enjoined to follow the Synchronized Programs, Projects and Activities as listed in Enclosure No. 2. All expenses relating to the NTM and WTD shall be charged to local funds subject to the usual accounting and auditing rules and regulations.

Pursuant to the decision of the Teachers' Month Campaign (TMC) Steering Committee, the grand WTD celebration will be held in Cagayan de Oro City, Region X which will be participated in by teacher-representatives from all regions of Mindanao. Expenses for the grand WTD celebration shall be charged to OSEC funds subject to the usual accounting and auditing rules and regulations. This auspicious event shall be coordinated by the Center for Students and Co-Curricular Affairs (CSCA).

All schools and DepEd offices are required to post streamers to ensure that communities are aware of the NTM and WTD. Please see Enclosure Nos. 3 and 4 for the official design of the streamers and logo, respectively. All school heads (SHs), schools division/city superintendents (SDSs) and regional directors (RDs) are enjoined to actively lead all activities for the NTM and WTD.

In accordance with the Synchronized Programs, Projects and Activities, all division and regional offices are required to submit their respective plans and the lists of their respective coordinators for the NTM and WTD celebrations on or before August 31, 2012 to the Office of the Secretary (OSEC), Attention: The Department of Education-Center for Students and Co-Curricular Affairs (DepEd-CSCA), Room 119 Mabini Building, DepEd Complex, Meralco Avenue, Pasig City for monitoring purposes.

Reports on the activities conducted by the schools, districts, divisions and regions shall include clear pictures and a comprehensive documentation of the various activities. These reports, including announcements, greetings and others shall be posted on www.facebook.com/depedtmc during the whole months of September and October 2012.

Compliance with the abovementioned requirements and the Synchronized Programs, Projects and Activities for the NTM and WTD shall be monitored by the OSEC particularly DepEd-CSCA.

PROCLAMATION NO. 242

DECLARING THE PERIOD FROM 05 SEPTEMBER TO 05 OCTOBER OF EVERY YEAR AS "NATIONAL TEACHERS MONTH"

WHEREAS, the United Nations Education, Scientific and Cultural Organization (UNESCO) designated 05 October of every year as 'World Teachers Day," which is a day to celebrate the central role that teachers play in guiding the children, youth and adults through the life-long learning process:

WHEREAS, there is a need to generate widespread awareness and support for World Teachers' Day here in the Philippines;

WHEREAS, it is essential to revitalize the image of teaching as a vocation by increasing public awareness on the value of teachers in Philippine society and national development;

WHEREAS, the occasion can be used to celebrate the unique role and service that teachers play in guiding families, strengthening communities, and building the nation;

WHEREAS, to contribute to the growth and development of the teaching profession in the country as well as to publicly express appreciation to teachers, both active and retired, a Teachers' Month Campaign (TMC) was conceived in July 2008 by the Metrobank Foundation, Inc. (MBFh De la Salle Philippines (DSLP), Philippine Business for Education (PBEd), and Campaigns Social Response (CSR), with the special participation of the Department of Education (DepEd) and the support of key business institutions;

WHEREAS, owing to its success, the Campaign has generated more support from government, private companies, and major organizations in 2009 and 2010; and

WHEREAS, Presidential Proclamation No. 41 (s. 2010) declared the first Friday of September to 05 October 2010 as National Teachers' Month.

NOW, THEREFORE, I, BENIGNO S. AQUINO Ill, President of the Philippines, by virtue of the powers vested in Me by lair, do hereby declare the period from 05 September to 05 October of every year as "National Teachers' Month."

In this regard, and as recommended by the TMC Steering Committee, I also endorse the recitation of the National Prayer for Teachers (Annex A) during the same period.

Accordingly, all concerned departments, agencies and instrumentalities of the national government, the various local government units, the private sector and the public at large are hereby enjoined to actively participate and support activities and programs for the celebration thereof,
