The congress aims to:
- Mobilize participants to help study existing employee welfare programs and projects and identify other benefits which would translate to better quality education services;
- Mobilize the participants to help identify and eliminate inefficient and unproductive activities in order to reduce wastage, increase productivity and contribute to the improvement of agency performance by pinpointing ways of rationalizing services delivery and support systems;
- Enable the participants to appreciate the role and significance of public sector unionism in the promotion, protection, development, education, advancement and advocacy of government workers rights, benefits and privileges, as well as their responsibilities as employees of the Department;
- Strengthen DepEd-NEU's representative group that shall coordinate with management in advocating the rights, concerns and plans of DepEd employees essential to the delivery of quality public service and agency performance; and
- Sustain the binding relationship not only between and among DepEd-NEU officers and members but also between DepEd-NEU and DepEd Management as partners towards reaching the goals of the Department in attaining quality education for all.
The topics to be discussed during the Congress shall include the proposed matrix for non-academic employees under the bill for the Salary Standardization law IV pending in Congress, Classification and Promotion Policies, Early Retirement Guidelines under EO 366, Employee Welfare and Economic/Non-Economic Benefits, Provident Fund, GS'S Concerns, CSC CNA procedures and other important projects and programs of DepEd.
The participants to this activity are the central, regional, and division administrative officers, human resource management officers, personnel officers, planning officers, legal officers, medical officers, dental officers, nurses, accountants, budget officers, supply officers, utility employees and members of the DepEd-NEU Board of Trustees and National Executive Committee, chairpersons and members of NEU steering committees and central, regional and division chapter presidents, vice-presidents, secretaries, and officers. This notwithstanding, there shall be a maximum of three (3) delegates from each of the provincial divisions, and two (2) delegates from each of the city divisions and regional offices.
A registration fee of Four Thousand Two Hundred Pesos (P4,200.00) will be charged to each participant.
Expenses for the board and lodging of participants, resource persons and staff, professional fees/honoraria of resource persons and facilitators, TEV of resource persons, supplies, materials and other training-related expenses shall be drawn from the registration fees. The grant of honoraria, shall be subject to pertinent government and DepEd rules and regulations.
Participants may register with the Disbursing Officers assigned for the purpose at the training venue. Registration fees and travel expenses of participants shall be charged to local funds subject to the usual accounting and auditing rules and regulations. Attendance of the participants shall be on official business.
Official receipts shall be issued to the participants, which shall be the basis for the liquidation of their expenses for this activity. The event secretariat, within thirty (30) days after the conduct of the Congress, should submit a terminal report detailing the expenditures covered by the registration fee, and the number of attendees from the divisions, regions and other relevant offices, to the Office of the Secretary.
Members of the different working committees, Regional Chapter Presidents and the National Executive Committee shall be considered participants and shall pay the registration fee. They are authorized to travel one (1) day before the congress for the necessary preparation.
Arrival and registration of participants shall be on December 3 (Day 0). The first meal shall be evening dinner on the same day and the last meal shall be dinner on December 6, 2012;
