- mobilize the participants to help identify overlaps and duplication of functions in their respective areas of assignment in order to improve the quality and efficiency of DepEd services;
- enable them to contribute to the improvement of agency performance by pinpointing ways of rationalizing service delivery and support systems;
- enable them to appreciate the role and significance of public sector unionism in the promotion, protection, development, education, advancement and advocacy of government workers rights, benefits and privileges, as well as their responsibilities as employees of the Department;
- strengthen the DepEd-NEU's representative group which shall coordinate with the management in advocating the rights, concerns and plans of the DepEd employees essential to the delivery of quality public service and agency performance; and
- sustain the binding relationship not only between and among the DepEd-NEU officers and members but also between the DepEd-NEU and the DepEd Management as partners towards reaching the goals of this Department in attaining quality education for all.
The participants to this activity are the central, regional and division administrative officers (AOs), human resource management officers (HRMOs)/personnel officers (POs), accountants, budget officers, supply officers, utility employees and members of the DepEd NEU Board of Trustees and the National Executive Committee, chairpersons and members of NEU steering committees and central, regional and division chapter presidents, vice presidents, secretaries, DepEd cooperative board members and officers from the regions, divisions and schools.
Each participant shall be charged a registration fee of Four Thousand Five Hundred Pesos (PhP4,500.00) to cover expenses for the board and lodging, professional fees/honoraria of the resource persons and facilitators, and the travel expenses of the resource persons.
The participants may register with the DepEd Disbursing Officers assigned for the purpose at the training venue. The registration fees and travel expenses of the participants shall be charged to local funds subject to the usual accounting and auditing rules and regulations. Attendance of the participants shall be on official business.
Other related training expenses, supplies and materials shall be charged to OSEC Human Resource Training and Development (HRTD) Funds.
The members of the different working committees, Regional Chapter Presidents and the National Executive Committee shall be considered participants and shall pay the registration fee. They are authorized to travel two (2) days before the congress for the necessary preparations.
The arrival and registration of the participants shall be on December 12, 2011 (Day 0). The first meal shall be p.m. snacks of the same day and the last meal shall be a.m. snacks on December 16, 2011.
