Congressional Spouses Foundation, Inc. (CSFI) Scholarship Program for Women

The Congressional Spouses Foundation, Inc. (CSFI) under the leadership of its President, Joy Belmonte, Vice Mayor of Quezon City will provide assistance to the underprivileged female public high school graduates to pursue college through scholarship grants of Thirty Thousand Pesos (PhP30,000.00) per semester or Sixty Thousand Pesos (PhP60,000.00) per year until the completion of the scholar's course or degree. This grant will cover both school and personal expenses.
The five (5) regional scholars shall be selected from the different congressional districts of the division/region. The ten (10) Partylist scholars shall be selected by CFSI. Enclosure No. 1 shows the allocation of Regional Nominees selected from the Division Nominees which shall represent one (1) per congressional district.

The prospective scholars shall choose any of the priority courses offered by the Commission on Higher Education (CHED) from 2011 to 2016 as listed in Enclosure No. 3.

The qualification requirements and documents needed are as follows:
  1. must be a graduating high school student currently enrolled in any public secondary school;
  2. must not be more than twenty five (25) years of age;
  3. must be a Filipino citizen with at least one (1) year residency in the district or area being represented;
  4. must be of good moral character and not have been subjected to school disciplinary action;
  5. must not have been charged of any crime involving moral turpitude;
  6. must not have parents with a combined annual income of more than One Hundred Twenty Thousand Pesos (PhP120,000.00);
  7. must not be related up to the fourth (4th) civil degree of consanguinity or affinity to any member of the CSFI; and
  8. must not be a recipient of any scholarship grants from local and international bodies/organizations.
Those who will meet the requirements and who are interested to avail of the CSFI scholarship must submit the following documents to their respective school principals:
  1. Duly accomplished and signed Nomination Form (Enclosure No. 2);
  2. Recent 2x2 colored photo;
  3. Latest Income Tax Return (ITR) and affidavit of parents or guardian attesting to their annual income with a copy of any utility bill;
  4. Certification of Good Moral Standing from the school principal;
  5. Certification of Enrolment from the school principal;
  6. Certified True Copy of Form 137/Transcript of Grades from First Year to Fourth Year (up to the second grading period only).
  7. Photocopy of pertinent certificates and awards received, including pictures if available;
  8. Written recommendation of the CSFI spouse of the district they come from, or in the case of party list nominees, the recommendation of the CSFI spouse of the party list representative; and
  9. An essay on the degree/course she wants to take; to be written in front of the CSFI member.
The selection and screening process shall be in three (3) stages as shown below with the target dates for the completion of specific activities:

  • Academic Performance (First to Third Year up to the Second Grading Period of the Fourth Year)

  • Awards/Citations Received for Academic Achievements

  • Intellectual and Communication Skills

  • Involvement in Extra-Curricular and Co-Curricular Activities
10%

  • Special circumstances of poor but deserving student which
    renders his/her achievement more challenging (i.e. the
    student should embody the values of hardwork, determination, honesty, integrity, and dedication to
    public service)

Division Screening Committee (chaired by the Schools Division/City Superintendents two (2) Division Supervisors with or without the Congressional Spouse)


  • Ranking of school nominees based on the above criteria

February 1-3, 2012
  • Selection and submission of the top five (5) division nominees coming from the different congressional districts one (1) per congressional district


February 6-10, 2012
Regional Screening Committee (chaired by the Regional Director and two (2) Regional Supervisors


  • Ranking of the Division nominees

February 13-15, 2012
  • Selection of the top regional nominees coming from the different congressional districts (one (1) per congressional district, refer to Enclosure No. 1)

February 16-17, 2012
  • Sending of communication to the divisions of the top qualified nominees to inform them to take the qualifying examination to be administered by MAVEC Specialist Foundation, Inc. on February 25, 2012 at a designated venue in the Regional Office (RO). The testing fee will be shouldered by the Congressional Spouse.


February 20, 2012
Administration of the Qualifiying Examination by the MAVEC Specialist Foundation, Inc. to be assisted by the Regional Supervisor-in-Charge of Guidance and Assessment

February 25, 2012
9:00am to 5:00pm


The announcement of the qualifiers for the School Year 2012-2013 CSFI Scholarship Program for Women will be done on March 1, 2012 by the sponsor.

Additional Information

All regional supervisors-in-charge of the Guidance and Assessment shall obtain the test materials from and submit the test papers to the MAVEC Specialists Foundation, Inc.

They will get instruction on how to administer the Qualifying Examination to the examinees on February 25, 2012 at the Regional Office or any designated testing center.
