Inspired by the "Social Contract" of President Benigno S. Aquino III and his commitment to lead along the path of "Daang Matuwid," the DAP through the PMDP will foster careerism and stability in government by producing a corps of public executives with competence, integrity, and commitment. It is an intensive scholarship program that provides comprehensive and multi-modal learning opportunities for public managers.
The program covers three (3) to four (4) months of Residential Training at the DAP Conference Center in Tagaytay City inclusive of a two (2)-week Sensing Journey in a rural community and another three (3) months for Re-Entry Project implementation in the scholars' respective agencies.
The PMDP offers two (2) classes - Senior Executive Class (SEC) and Middle Managers Class (MMC). The SEC is designed for senior government executives who are incumbents or officers-in-charge (OICs) of Salary Grade (SG) 25 and up positions while the MMC is for high performing potential division chiefs of SG 24 positions.
The program will accept applicants who hold a permanent position in national line agencies or their attached agencies and not more than fifty-five (55) years old. They should have gained a Very Satisfactory or Outstanding performance rating for the past two (2) years, must be clear of administrative and criminal cases, have not gone habitually on leaves and are willing to sign a one (1) year service contract after completing the program. Furthermore, they should be nominated by the head of agency.
The nominees will undergo a three (3)-stage admission process that includes preliminary screening, examinations and targeted interview. They will be assessed based on the following criteria:
- managerial and leadership potential;
- character and commitment to public service; and
- intellectual and creative capacities.

Nominations will be accepted until October 30, 2012 and the deadline of submission of application requirements is on November 10, 2012.
