ERC Approves Xen Energy’s Libra Type Watt-hour Meter

The Energy Regulatory Commission (ERC) approved on 28 May 2012 the application of Xen Energy Systems, Inc. (Xen Energy) for the approval of its Libra type watt-hour meter. Accordingly, the ERC shall issue a Certificate of Approval (CoA) to Xen Energy signifying that meter type Libra is eligible for use in revenue metering of the electricity consumption of end-user served by distribution utilities (DUs) or redistributors.

Meter type Libra is a prepaid metering device with the following specifications: (1) single phase, two-wire (Form 1S); (2) can tolerate up to 100 amperes instantaneously (Class 100); and (3) operates at 240 volts. It is manufactured by the Wasion Group Limited of 468 West Tongzipo Road, High-New-Tech Industrial Development Zone, Changsa, Hunan, China.

Meter manufacturers and dealers must first seek for CoA from the ERC before introducing a particular meter type to the market. The approval will ensure that the watt-hour meters installed by DUs and redistributors conform to the standards adopted by the ERC and will guarantee the proper functioning of the meters under normal working conditions, for the mutual benefit of both the electricity consumers and the DUs or redistributors.

The approval of Xen Energy’s Libra type was based on the "Rules Governing the Type Approval of Meter Products to be used in Revenue Metering by Distribution Utilities and Redistributors” (Rules) promulgated by the ERC. The Rules apply to new type of meter products and reconditioned or repaired meters intended for use as customer revenue meters by DUs and redistributors. The Rules do not apply to: (1) meters that are already in service prior to the effectivity of said Rules; and (2) all new meters intended for revenue metering purposes which are not yet in service and are intended as spares, whether already in stock or still for delivery, and which accuracies already conform to the ERC’s standards prior to the effectivity of the Rules.

The ERC, among others, requires meter type-approval applicants to have the meter tested and certified to be in compliance with the standards of ANSI C12.20 (American National Standards Institute). The testing and certification must be done by an accreditation body that is affiliated with the International Laboratory Accreditation Cooperation (ILAC).

Xen Energy’s Libra was submitted to the Met Laboratories, Inc. (MLI), which is based in Maryland, USA, for testing. In its test report, MLI certified that meter type Libra is compliant with the standards of ANSI. MLI is accredited by the American Association for Laboratory Accreditation in accordance with the mutual recognition arrangement under the ILAC.

Rest assured that the ERC screens all meter types to meet the rigid local and international standards before they are allowed to be used by distribution utilities as revenue meters,” ERC Chairperson Zenaida G. Cruz-Ducut said.
