The said watt-hour meter is intended to be used in the revenue metering of the electricity consumption of end-user served by distribution utilities (DUs) or redistributors. The ERC’s approval comes with an issuance of a Certificate of Approval (CoA). With a CoA, Gellangarin Computers and/or the manufacturer, Zhejiang Yongtailong Electronic Co. Ltd., (located at No. 8, Kangding Road, Tongzxian Zhejiang, China) may provide marker or sticker of the ERC logo on the nameplates of every meter of the said type of meter product. However, distribution utilities (DUs) will have to bring the meters to the ERC for the sticking of its seal on every meter prior to the DUs’ distribution to its customers. Thus, any unauthorized usage or sticking of the ERC logo on meters other than those approved and listed by the ERC can be detected.

The ERC approved the specific type of meter applied for by Gellangarin Computers after finding that the meter worked well in the conditions, environment and circumstances an electric meter is subjected to daily or normally. The said watt-hour meter product complied with the International Electrical Commission (IEC) standards based on the Test Report submitted in support of the application. The Test Report’s veracity was certified by the China Council for the Promotion of International Trade, China Chamber of International Commerce and authenticated by the Deputy Director of the Consular Division of the Philippine Foreign Affairs Office in Shanghai. The suggested retail price that Gellangarin Computers indicated for the said meter product is PhP3,300.00 per unit.
The application of Gellangarin Computers is in compliance with ERC Resolution No. 22, series of 2010, Adopting the Rules Governing the Type Approval of Meter Products to be used in Revenue Metering by Distribution Utilities and Redistributors. The said set of Rules took effect in December 2010. The Rules requires a meter manufacturer or its authorized dealer to file an application in writing with the ERC for the approval of a new type of meter product before it can offer the same to the distribution utilities (DUs) or redistributors for their use in revenue metering.
"The ERC sees to it that the electric watt-hour meters provided and installed to the end-users by the distribution utilities conform with the standards and requirements adopted by the ERC to guarantee that the kilowatt-hour consumption that will be registered thereon is accurate under normal working conditions,” ERC Chairperson Zenaida G. Cruz-Ducut stated.
