- instill and internalize the value of autonomy and a sense of social responsibility among Rover Scouts;
- prepare Rover Scouts in performing services needed by barangays and communities especially as regards environmental education and action to help save Mother Earth;
- improve leadership skills and ability to work as a team; and
- appreciate the cultural and historical heritage of the host city/province.
The regional directors (RDs), schools division/city superintendents (SDSs) and school heads (SHs) are encouraged to send their participants.
A registration fee of One Thousand Pesos (PhP1,000.00) shall be charged each participant to defray expenses for the program materials, certificates, individual souvenir items and administration costs. The registration fee, transportation and other incidental expenses are chargeable to local funds or local school board funds subject to the usual accounting and auditing rules and regulations. These expenses can also be solicited from private organizations.
