2012 National Festival of Talents

The Department of Education (DepEd), through the Bureau of Secondary Education (BSE), shall conduct the 2012 National Festival of Talents for Special Program in Journalism, Tagisan ng Talino sa Wika at Panitikan and Special Program in Foreign Language back-to-back with the 2012 National Schools Press Conference (NSPC) with the theme "Promoting Digital Literacy Through Campus Journalism" on April 9-13, 2012 at Puerto Princesa City, Palawan, Region IV¬MIMAROPA. Likewise, the other programs such as National POPQUIZ, On-the-Spot Contests on Population and Development (POPDEV), Sining Pambansa (Special Program in the Arts) and Technology and Livelihood Education (TLE)/Technical-Vocational Education (TVE) Technolympics will be held on April 10-13, 2012 (exclusive of travel time) in Iloilo City, Region VI.
The Festival is an avenue where the students can best show their knowledge and skills in the fields of Journalism, Filipino, Foreign Languages, Arts, POPDEV, and TLE/TVE. Furthermore, it will showcase various products and performances as evidence of their learning. The activity aims to strengthen and upgrade the students' level of competence and confidence in facing life's challenges. Likewise, the Festival shall engage teacher-advisers and other educational leaders in parallel professional development sessions.

The participants, timetable, mechanics of the contests and management at various levels are indicated in Enclosure Nos. 1-6.
The board and lodging of the regional contestants and coaches of the National POPQUIZ and On-the-Spot Contests (Poster Making, Essay and Jingle Writing and Singing), and the cash awards for the regional contestants and the national champions shall be charged to BSE Funds. Moreover, the board and lodging and traveling expenses of the judges, BSE and DepEd staff, the honoraria for the board of judges, test formulator, quiz master, supplies and materials and other incidental expenses shall be charged to BSE Funds. All expenses charged to BSE funds shall be subject to the usual accounting and auditing rules and regulations.

Participants of the other events/contests not included in Item No. 4 need to pay a registration fee in cash. (Please see Enclosure Nos. 1-6).

Additional Information regarding Sining Pambansa 2012:
  • The official regional delegation shall be composed of fifty (50) student-participants and ten (10) regional/division/school officials;
  • Each member of the official regional delegation shall pay a registration fee of One Thousand Pesos (PhP1,000.00) to cover management and overhead expenses. The Registration fee and travel expenses of the members of the official regional delegation shall be charged to local funds (region, division, school funds) or other sources of funds subject to the usual accounting and auditing rules and regulations;
  • Other interested individuals who are non-members of the official regional delegation may coordinate with the designated coordinator who will make arrangements regarding accommodation or board and lodging with any of the following:

  • Traveling expenses, board and lodging of the National Secretariat/Working Committes and other related/incidental expenses shall be charged to OSec Funds subject to the usual accounting and auditing rules and regulations.

The traveling expenses of all the contestants, coaches and members of the official regional delegation shall be charged to regional/division/local/school funds subject to the usual accounting and auditing rules and regulations.

The Regional Coordinators shall send the names of the participants to BSE, Attention: Ms. Rosalie B. Masilang and/or Ms. Melinda P. Rivera and other BSE Specialists/Focal Persons as stipulated in the enclosures at telefax no.: (02) 632-7746 or (02) 632-7586 not later than April 2, 2012.
