Usually adding refrigerant is not necessary as it is a sealed system. If you have to add any it may mean that there is a leak.

Did your brother measure the high side and low side pressures in the sealed system with the appropriate gauges?

This will let you know whether the sealed system is functioning correctly.

If the evaporator unit in the freezer compartment is not even getting cold let alone icy cold (are the condenser coils warm/hot?) and the compressor is running then there is a problem in the sealed system. Compressor, blockage or leakage."
