The participants in this program are PSDSs who are sixty (60) years old and below. Those PSDSs who have participated in the previous Asian Institute of Management/Philippines-Australia Human Resource Development Facility (AIM/PHRDF) training programs and the 2010 DSL I are not eligible to attend this particular program. The newly appointed PSDSs and those who are holding the post in an acting capacity are also qualified to join this program.
The program will be conducted in three (3) phases:
For Phase 1, there shall be organized sixteen (16) classes of thirty-one (31) DepEd scholars per class assembled by regions. For Phase 2, there shall be organized classes of fifteen (15) or sixteen (16) participants with one (1) assigned learning mentor per class. Enclosed is the schedule of classes.
Phase Activity Phase I Two-week face-to-face live-in training of participants at SEAMEO-INNOTECH Phase II Two-month on-line learning exchange and mentoring and actual implementation of their District Actions Plans (DAP) Phase III Two-day integration session for all participants who would have successfully completed all the requirements of this program
The SEAMEO INNOTECH shall provide each participant access to one (1) laptop computer as a major learning tool for the duration of Phase 1 sessions with free internet connectivity within the campus. Each participant shall also receive a memory stick (flash drive) to store the reference materials and outputs generated in a class for use in Phases 1 and 2 of the program. During Phase 2, the participants will need to access the internet from local providers. The SEAMEO INNOTECH shall reimburse a maximum of Three Hundred Pesos (PhP300.00) per participant for internet charges actually incurred during the Phase 2 on-line sessions. The receipts will be accepted for refund at the scheduled DSL Integration Sessions.
All regional directors (RDs) are requested to nominate participants who will attend this program based on the qualifications. The deadline for submission of the list of nominees is on or before September 1, 2011. A separate DepEd Memorandum will be issued to announce the qualified scholars.
In order to maximize the PSDSs' exchange of learning and insights and eventually, build a learning community of PSDSs in the region, the RDs may opt to allow the participation of the DSL I graduates to the scheduled two-day integration session (Phase 3) of DSL II. However, the Regional Office (RO) will cover the expenses for meals and accommodation of the DSL II graduates.
The tuition fee which includes hotel accommodation and meals for the two-week live-in training shall be charged to DepEd. The transportation to and from their station to the training venue and other allowable expenses will be charged to local funds. Both DepEd and local funds are subject to the usual accounting and auditing rules and regulations.
