Early Childhood and Education
Gen. Ricardo David Jr. was born in 1955 in San Fernando, Pampanga. As a child, he spent most of his years in Victoria, Tarlac.
During his primary education, he studied in Dolores Elementary School, San Fernando, Pampanga and graduated at the top of his class in 1967. Then he studied in Victoria High School in Tarlac and graduated as Salutatorian in his class in 1971.
After high school, Ricardo was granted a full scholarship program and took up engineering which is an undergraduate course in St. Louis University in Baguio City. Years passed by, he took his Oath as (PMA) Philippine Military Academy Cadet on April 1, 1973 and graduated from
Upon graduating high school, he took up undergraduate studies in engineering at St. Louis University in Baguio City on a full scholarship program. After a couple of years of studies, he traded one scholarship program for another when he took his Oath as a Cadet of the Philippine Military Academy on April 1, 1973; He graduated from the PMA on March 1, 1977.

- Ricardo took his Master of Arts in Security Studies in Naval Post Graduate School, Monterey, California.
- He took his Master in Business Administration in Xavier University in Cagayan de Oro City.

Military Career
From December 1996 to April 1998, Ricardo David became a Commanding Officer of the 50th Infantry Battalion. And from March 2005 to December 2006, he became the Commanding General of the 402nd Infantry Brigade, Philippine Army. Then he was assigned to the Armed Forces of the Philippines (AFP) Command Center until August 2007. And afterwards, he was appointed to command the Army Support Command until 2008. Next was the appointment to command the 4th Infantry Division, Philippine Army until June 2009 and to the AFP Northern Luzon Command. These are the stepping stones of Ricardo David until he was appointed as the Chief of Staff of the Armed Forces of the Philippines (AFP) in July 2, 2010. He was the 41st Chief of Staff in the AFP.
General David retired in the position as Chief of Staff of the AFP in March 8, 2011. He was replaced by Lt. General Eduardo Oban Jr.
Bureau of Immigration Chief
In March 18, 2011, General David was appointed by President Benigno Aquino III as the chief of Bureau of Immigration in the Philippines. He vowed to intensify the fight against human trafficking and corruption and he promised to implement some reforms in the bureau.
Personal and Family Life
General Ricardo David is married to Merilou Malacay of Cagayan de Oro City, Philippines. They have two sons, Russell, a naval officer and a graduate of Philippine Military Academy (PMA) class 2005, and Rommel, who is a licensed electronics and communications engineer.
