Elena R. Ruiz

In 1970, she started as a secondary school teacher and then became principal, superintendent, and regional director at the National Capital Region.
Ruiz is also a diplomate in Applied Linguistics which she attained from the RELC (Regional English Center) in Singapore through scholarship. Meanwhile, she's a resource speaker and trainer in the NEAP (National Educators Academy of the Philippines) and became the president of the Philippine Association of School Superintendents.
Ruiz completed a doctorate degree in educational management at the Centro Escolar University and achieved the Master of Arts degree from the University of the East.
She was trained in management program at the Asian Institute of Management (AIM and attended numerous local and international seminars and conferences on learning and teaching strategies, education planning, human resource management, and information and communication technology (ICT) in education, among others.
In January 8, 2012, the Department of Education (DepEd) Secretary Armin A. Luistro FSC appointed her as the Assistant Secretary of the Programs and Projects of the Department of Education.
