Why won't my Kenmore Refrigerator #253.7419240B defrost?

Why won't my Kenmore Refrigerator #253.7419240B defrost? We replaced defrost timer, defrost thermostat & heater measures 35ohms. Everythg has continuity but the heater still wont come on. Any ideas? | |
