"I have a 99 JGC 4.0 with the same stall/restart issues and no trouble code from an OBD code reader. Try this:

Turn the ignition key on, off, on, off, then on and watch the instrument cluster where the mileage shows. If you get a code of any kind there is your problem. I had a code 0320 which is the crankshaft position sensor. They do wear out and fail, especially when the weather gets hotter. Once the system completes the internal check you will see a 'done'. And even though the OBD code reader will not display the code it can still be cleared."

I have a 2000 cherokee v6, was having the same issue. I had started having a slow oil leak from the oil filter adapter. While driving the wind was blowing the oil down and all underneath. This was causing the small in line plug running to my starter and my starter itself to take on oil. First few days only times where slowing to a stop. Then on a short trip nothing when I tried to restart after stopping the engine. It gets worse and fast, like I fixed mine within a few days of the first sign and only drove a little. Leak repaired, starter and plug cleaned and dried took care of the issue for me.
