How to fix RCX 1.0 I.R. problem?

How to fix RCX 1.0 I.R. problem? The LEGO RCX 1.0 powers ON and all built-in programs work well. But when I tried downloading or even communicating with the I.R. Tower, the RCX wont respond! =(
