Why I can`t format the SD card?

Why I can`t format the SD card? I insert the battery and SD card into the (new) camera and turn the camera on. The monitor shows: "Please set the clock" but it don`t works! After this step the monitor shows me: "Insert SD card again". Why? And I locked out the SD card before placed it into the camera and used two different SD cards but always the same procedure.

"The card may have failed and locked itself into read only mode permanently so the data is intact - it’s a built in mechanism to protect the data.

Pull the data off and try formatting it externally. If it still fails, it locked itself into a read only state - pull your stuff off and copy it to a new card."
