- The funding shall come for the 10% Unallocated Portion of the Regular SBP;
- The appropriation shall be equitably distributed to all legislative districts, following the implementing guidelines under the Republic Act (RA) No. 7880, otherwise known as the Roxas Law;
- All procurements shall be in accordance with the provisions of RA No. 9184 entitled Government Procurement Reform Act and its Revised Implementing Rules and Regulations (IRR, Revised);
- In identifying the recipient schools, priority shall be given to the schools which are recipients of the Regular SBP implemented by the DPWH provided that the recipient school has no excess school furniture;
- The schools which fall under the Gold, Orange, Red and Black Zones as a result of the latest Classroom Seats Analysis of the Basic Education Information System (BEIS) shall also be prioritized (except those already provided with the School Furniture Program (SFP) under the Basic Educational Facilities Funds (BEFF);
- The field offices shall allocate the amount based on the actual needs, provided that the total allocation does not exceed the budgetary ceiling for each legislative district of the division;
- The priority lists of schools shall be prepared by the Physical Facilities Coordinator (PFC) in coordination with the Division Planning Officer (DPO) and duly approved by the Schools Division/City Superintendent (SDS);

- Pursuant to the Government Procurement Policy Board (GPPB) Circular No. 01-2009 dated January 20, 2009, the procuring entity may undertake the procurement activities up to the preparation of the Resolution to Award (RTA) even without the Sub-Allotment Release Order (Sub-ARO). No Notice of Award (NOA) shall be issued without the release of the Sub-ARO.
