The highlights of the proposed changes to the existing RDWR include the following: (1) only coordinated schedules and dates pertaining to the Second Entry Group are presented; (2) definitions for new terms and update some terms in the current RDWR; (3) a provision on the treatment of revenue earned and historical performance levels achieved for the Second Regulatory Period as inputs in computing the Maximum Average Price (MAP) for the Third Regulatory Period; and (4) new rate-setting provisions to be applied during the Third Regulatory Period.
Comments on the proposed revisions to the RDWR from the electric power industry stakeholders, including the consumers, will be entertained by the ERC up to 12 October 2011 (Wednesday). Thereafter, Public Consultations (PubCons) are scheduled on the following dates and venues: (1) 21 October 2011 (Friday) at 2:00 PM in Iligan City; (2) 27 October 2011 (Thursday) at 2:00 PM in Lapu-lapu City; and (3) 03 November 2011 at 2:00 PM in Cotabato City.
The RDWR is an evolving document that was promulgated by the ERC in July 2006. Section 1.9 thereof states that amendments on the RDWR may be done from time to time to better reflect the actual situation currently faced by regulated entities for the rate-setting process and also reduce undue risks on the consumers. Also, Section 7.1.2 of the RDWR [Second Entry Group: Third Regulatory Period] states that the ERC is required to prepare and publish the Regulatory Reset Issues Paper which aims to provide the ERC’s initial views on the issues raised by the pending Regulatory Reset process for the Second Entry Group.
