Why does engine start then won,t start hot or cold?

Why does engine start then won,t start hot or cold? I have replace the ECM /reprogrammed, replace camshaft, crankshaft position sensors, throttle position sensor, distributor pick up, distributor cap, rotor cap, spark plugs and wires. One time it will start and next it won't start. Fuel present @ fuel rail port.
