If it turns off it is possible that this is an issue with a failed POST or a bad power supply. We would need to see the boards as well as knowing what you have tried.

@lordtychus from what I can see on the posted picture you are looking at BA6AFNG0201 1 which is the main board/power supply. The left hand side is the Hot side (higher voltage) and the noise could be coming from the large inductor coil L601. It is possible that it is the cause (unlikely) for the troubles that your TV is having. It is also possible that this is caused by ""pulling"" to much current. Of course we need to see more of your board to check for any obvious issues. you also need a multimeter to do some testing.

You may also hear the transistor ""humming"" which would be somewhat normal. In general it is this board that I would replace first because your TV's symptoms would be close to what a failed power supply/main board combo does. The other reason why I contribute the error to this board is because it is hard to come by and in short demand. This is usually due to too many failed boards and everybody is replacing the same board."
