Taillights and blinkers work but no brighter brake lights

Taillights and blinkers work but no brighter brake lights I have a 76 chevy caprice, I cannot get my brake lights to come on when I step on the brake, my yellow wire isn't reading any volts or my dark green wire either, but my brown wire has voltage, is anyone familiar with this problem
