Starter or solenoid problem?

Starter or solenoid problem? My 2003 Chevy Cavalier will not start. When I turn the key there is nothing. All the lights and the power windows work. The battery tested good. How can I tell if this is a starter problem or a solenoid. There is no clicking or any sound when turning the key.
