Refrigerator condensor fan not working correctly

Refrigerator condensor fan not working correctly Kitchenaide refrigerator. The condensor fan doesn't work if it is regularly plugged in. Condensor fan ONLY works if it has it's own power supply. I have added picture to get better understand as statee above. We have checked the lines/ cable with multimeter. The refrigerator is not being cooled. Currently at 65 f. Freezer side is still working
