No fuel from injectors to start truck.

No fuel from injectors to start truck. When I try and start my 93 Chevy Cheyenne k3500 no fuel come out of the injectors. If I use starting fluid the truck starts and the injectors work great. Has died a couple times while driving, but mostly runs fine and then won't start one turned off. Now won't start on it's own at all without starting fluid. We've replaced the injectors, fuel relay, ignition coil (was bad but not the problem), fuel filter, tested the pump to 16psi. Any ideas?
