My router doesn't turn on

My router doesn't turn on Yesterday, I got a router from my ISP and it has not been switching on at all. At first glance, there were no signs of life. I eventually settled for opening the device, and heard a continuous clicking sound when the device was on. After closer inspection, there were two LEDs, each with a green and red light rapidly flashing. The router otherwise shows no signs of life, wifi does not work, and ethernet doesnt work either.
