LG Tv has visual glitching every 5 seconds

LG Tv has visual glitching every 5 seconds

The display on this LG 49lv570h kind of freaks out every five seconds or so on the bottom half of the display. I’ve tried some basic things to resolve this, but to no avail. Can anyone answer what may be causing this, and if it is the lcd panel? If it isn’t the panel then I would like to try and fix it. Video of issue: https://youtu.be/DvHE9GVhCUs
