LG55LM6700-UA LED TV not powering up (Power Board EAY62709002)

Plug it in, red standby LED turns on solid. Power board produces standby 3.5VDC. Press Power On button, PWR_ON line from main board goes high, +12VDC, +24VDC on and LED+ backlight voltage at +63VDC. Standby LED blinks 3 one second blinks followed by 4th longer blink then PWR_ON line goes low and all voltages off except 3.5VDC. Sequence repeats three times then standby LED goes back to solid.
