Brake light issue 09 Suburban

Brake light issue 09 Suburban I have a 2009 Suburban. I noticed the passenger brake light not working so I changed the bulb but in the process, noticed the brake lights didn’t work with the truck off. I put the key in the ignition and turned it over, then the brake lights worked. What could be the issue causing them to not work unless the truck is on?
