2003 dodge Dakota windshield wiper stuck

2003 dodge Dakota windshield wiper stuck I have a 2003 dodge Dakota recently the windshield wipers have become stuck at a 90 degree angle unless I remove the fuse. The windshield wipers do function when turned on but when turned off they stay at the top. Any ideas on how to repair? Thanks
