1993 dodge shadow air conditioning not working.

1993 dodge shadow air conditioning not working. I have a HVAC problem with my 1993 dodge shadow air conditioning not working. It does not change from defrost to lower vents or to a/c vents when control is moved. . Have checked out controls in dash and all work properly. Have traced vacuum lines and removed dash for easier access.
