Why is my portafilla arm filling with water

Why is my portafilla arm filling with water

when I am grinding my expresso, the arm fills with water along with the grinds and my cup, if I put it on double shot, its not coming out to be a double shot. It is just filling up a little bit, not enough to even drink. I have the Breville expresso maker..
