Why has the steam lost its pressure AND started dripping?

Why has the steam lost its pressure AND started dripping?

Machine is producing steam, but in low volume and without enough pressure to froth milk. At the same time, the valve will not completely shut off the steam - just a little bit still escapes after I have turned it off.
