it wont turn on...

it wont turn on... my windows vista will not turn on i charged it and whhen i turned it on it gave a dark green flash i heard the fan but the screen was black not bright at all so i turned the brightness up nothing happened so i hooked it up to my tv whith a pc cord turned it on and nothing happend
