iPhone X home bar not working

Anyone experience an iPhone x or later home bar not working correctly? It works for awhile then it stops responding and swiping up (the screen itself is still working). It doesn’t seem like it would be a hardware problem since its not an actual button. Its just weird cause a restart doesn’t fix it. a restore temporarily does.
