Youth for Environment in Schools (YES) Program Strategic Planning Conference

In accordance with the 16-Point Social Contract of His Excellency Benigno S. Aquino III to the Filipino People, which includes the integrity of the environment and climate change mitigation and adaptation, the decision of the Supreme Court in the case of Metro Manila Development Authority (MMDA), et. al. versus Concerned Residents of Manila Bay, which issued a continuing mandamus to all government agencies, including the Department of Education (DepEd), to intensify and consolidate programs, projects, plans and actions on the environment, and DepEd Order No. 52, s. 2011 entitled Strengthening Environmental Education in Public and Private Schools, the Department of Education, through the Center for Students and Co-Curricular Affairs (DepEd-CSCA), will conduct the Youth for Environment in Schools (YES) Program Strategic Planning Conference on September 5-9, 2011 at the Gardens of Malasag, Eco-Tourism Village, Cugman, Cagayan de Oro City.
The Strategic Planning Conference aims to achieve the following objectives:
  1. identify and evaluate gaps, concerns and issues in the implementation of the YES Program;
  2. identify and make an inventory of active Youth for Environment in Schools-Organizations (YES-Os) and their activities in every division and region;
  3. strengthen and align YES-O functions to the expectations of the Supreme Court pursuant to its decision in the case of MMDA versus Concerned Residents of Manila Bay;
  4. set mechanisms to institutionalize the establishment of the YES-O in every public and private school nationwide and standardize/synchronize the implementation of programs, projects and activities (PPAs) relative thereto;
  5. draft guidelines and/or review existing guidelines to increase student-membership in the YES-O and sustain students' active interest and participation in its programs, projects and activities in the school, district, division, regional and national levels;
  6. discuss, suggest and design strategies and programs to strengthen the YES-O and consolidate grassroots environmental learning and action; and
  7. draft action plans and monitoring tools for implementation and as bases for monitoring and evaluation.
The participants to this conference are Regional Elementary and Secondary Education Program Supervisors in Science, Presidents of the Regional Federation of Supreme Student Governments (RFSSG), selected Schools Heads and Teachers implementing the YES-O, representatives from the Office of Undersecretary for Legal and Legislative Affairs and DepEd-CSCA personnel, including resource speakers and facilitators. Enclosed are the List of Participants which serves as the Travel Authority and the Tentative Schedule of Activities as Enclosure Nos. 1 and 2 respectively.

Participants are expected to be at the venue in time for lunch on September 5, 2011 until breakfast of September 9, 2011. The members of the DepEd-CSCA staff are authorized to travel one (1) day before and one (1) day after the conference.

All Regional Elementary and Secondary Education Program Supervisors in Science are expected to submit written reports on conference objectives A and B following the format in Enclosure No. 3 (elementary) and No. 4 (secondary). They are also expected to present these reports during the conference. A complete inventory list of the schools with YES-O, names of Advisers and Schools Heads, address of schools and other contact details, including a directory of Division Education Program Supervisors in Science shall also be submitted following the format in Enclosure No. 5 and No. 6, respectively.

Transportation and other incidental expenses of Regional Elementary and Secondary Education Program Supervisors in Science and the Presidents of the Regional Federation of Supreme Student Governments (RFSSG) shall be charged to the Regional and Division Funds, respectively, while similar expenses of selected School Heads and Teachers shall be charged to local funds, subject to the usual accounting and auditing rules and regulations. Expenses for board and lodging of all participants, supplies and materials, honorarium, including transportation and other incidental expenses of the representatives of the Office of the Undersecretary for Legal and Legislative Affairs, DepEd-CSCA personnel, resource persons and facilitators shall be charged to DepEd-OSEC funds.
